Herausragendem U-Bahn Netz

Wie kann man das "Metropolitan Transport Department" ausbauen.
Das hat schon mal bei mir funktioniert, aber jetzt nicht mehr.
Habe eine Insel voll mit Investoren und 6 große U-Bahn Stationen.
Habe jetzt ein Bescheidenes U-Bahn Netz.
Auf einer anderen Insel konnte ich es zu einem "Herausragendem U-Bahn Netz" ausbauen / aufwerten. Vor einiger Zeit. Ich weiß nicht welche Bedingungen an den Ausbau geknüpft sind.
